A certifying physician must be a Massachusetts-licensed physician (medical doctor or doctor of Osteopathy), who holds an active, full license with no prescribing restrictions, a Massachusetts Controlled Substances Registration (MCSR) and has at least one established place of practice in Massachusetts.

The Healthcare Provider-Patient Relationship

Healthcare Providers are not “prescribing” medical cannabis.

Instead, a healthcare provider is asked to certify that the patient has one of the debilitating medical conditions or symptoms of a qualifying condition, and that a bona-fide relationship has been established. 

A healthcare provider should be able to comfortably certify that the qualifying patient is under the healthcare provider’s care, either as the patient’s primary care physician, or for his or her debilitating medical condition.

Healthcare providers may accept payment from a qualifying patient for the fee associated with the examination required before recommending medical cannabis.

Register with the State of Massachusetts

In order to issue a certification to a qualifying patient, a physician must register with the Medical Use of Marijuana Program via the Medical Use of Marijuana Online System (“MMJ Online System”).
